Montenegro packs 294km of Adriatic coast into a small space—dramatic mountains drop straight to sea, creating spectacular beaches. 117 beaches total, most pebble, some sand. Budva Riviera = resort zone. South (Ulcinj) = sandy beaches, less developed.
This is Balkan Mediterranean: quality beaches, affordable prices, fewer crowds than Croatia. Mountains as backdrop.

Budva Riviera—resort coast
Budva Riviera is Montenegro's main beach zone—22 miles of coastline, 20+ beaches, resort hotels, restaurants, nightlife. July-August gets crowded. Prices higher than elsewhere.
Jaz Beach (2.5km from Budva) is largest—sandy and pebble sections, Mediterranean vegetation, hosts Sea Dance Festival. Lonely Planet's Best European Beach 2015. Free entry, beach loungers €10-20/day.
Mogren Beach (5 min walk from Budva Old Town) has two coves connected by tunnel, colorful pebbles, limestone cliffs, Blue Flag certified. Afternoon shade from cliffs. Popular but beautiful.
Kamenovo Beach shows turquoise-to-azure water (depends on sun angle). Most photographed for color-changing water. Party atmosphere evenings. Beach bars, restaurants, €20 sun loungers.
Sveti Stefan Beach overlooks the iconic walled island resort. Public section free. Northern end (usually private Aman Sveti Stefan beach) currently open but verify. Views incredible, water deep, perfect swimming.
Southern Beaches—sand and locals
Ulcinj area brings sandy beaches—rare on Montenegro's pebble-dominated coast. Less developed, more affordable, local vibe. Majority Muslim population (proximity to Albania) = mosques near beaches.
Velika Plaža (Long Beach) extends 12-13km—longest sandy beach on entire Adriatic coast. Grey sand, pine forests, shallow water (toddler-friendly). Warm water, kitesurfing popular. €5-10 sun loungers.
Ada Bojana is triangular river island where Bojana River meets Adriatic. 3km sandy beach, deep water (unlike Velika Plaža), strong winds = kitesurfing/windsurfing hub. Part of beach is FKK (clothing-optional).
Mala Plaža (Small Beach) sits in Ulcinj town center—sandy, compact, crowded. Mosque minaret backdrop (unique for Montenegro). Restaurants, bars steps away. Morning/evening visit recommended to avoid crowds.
Valdanos Beach (north of Ulcinj) is pebbly cove with olive grove backdrop. Isolated, deep water quickly, excellent for swimming/diving. Crystal clear. Off-radar gem.
Luštica Peninsula—boat-access beaches
Luštica Peninsula juts into Adriatic between Kotor Bay and Budva. Rugged, less developed, many beaches boat-access only. More effort = fewer crowds, pristine nature.
Žanjic Beach is quintessential pebble beach—clear shallow water, gradual depth. 40-min drive from Kotor (rough road) or boat access. Popular boat trip destination. Arrive early or late to avoid crowds.
Plavi Horizonti has sandy beach (rare), shallow warm water, perfect for families. Small—one parking lot, fills fast. Basic amenities: showers, restaurant. Best May-early June when water still warming up.
Dobrec Beach is boat-only access—reduces crowds. Secluded bay, clear water, minimal facilities (one restaurant/bar). Bring picnic provisions. Water taxis from Herceg Novi, Budva. Worth the journey.
These beaches stay quieter than Budva Riviera even in peak season. Trade convenience for beauty, space, authenticity.
Bay of Kotor—swimming, not sunbathing
Bay of Kotor is spectacular but not beach destination. Steep mountains drop to water = limited beach space. What exists is mostly cement platforms, pebbles, small stretches.
Kotor Beach (near Old Town) is small pebble beach—functional, not glamorous. Locals swim here. Don't expect postcard beach but water is clear, mountains stunning.
Perast "beach" is actually cement platform—common on the Bay. Locals swim from platforms, ladders into water. It's how Bay of Kotor does beaches. Embrace the local style.
Bay swimming is about mountain views, historic towns nearby, different vibe than open Adriatic. Water calmer (enclosed bay), slightly cooler. Come for culture, not for laying out.
Better beaches exist 30-40 minutes away on the Luštica Peninsula or Budva Riviera. Bay of Kotor excels at other things—fortified towns, boat tours, seafood restaurants, history.

💡 Insider Tips
- 🥿 Bring water shoes—most Montenegro beaches are pebble, not sand. Makes getting in/out much easier. Ulcinj area has sandy beaches if you prefer
- 💰 Beach lounger prices vary wildly—€5 (Ulcinj) to €120 (Royal Beach near Sveti Stefan). Budva average €10-25. Bring towel, save money, more space
- 📅 July-August peak season = crowded beaches, higher prices. May-June and September offer warm water, fewer tourists, better deals. Water 21-25°C June-Sept
- 🚗 Parking nightmare in Budva July-August. Arrive before 9am or after 5pm. Or stay walking distance from beach. Jaz Beach has parking but fills fast
